1. The cost of a unit quantity of work is governed by its specification. Specification specifies method of doing work; thus specification serves as a guide to the supervising staff.
2. Contractor is paid only when the work is carried out according to the specification.
3. Any changes in specification changes the tendered rate.
4. Tender paper without specification is incomplete and invalid.
